The Technical Sourcing Recruiter (TSR) will work directly with a Technical Recruiter (TR) to mine the internet for qualified active and passive candidates, develop new and innovative sourcing methods and find the “purple squirrel” candidates for our Engineering & IT Technical Recruiters.


Evaluate and utilize a variety of internet mining techniques including direct recruitment, social networking websites and job boards, internet searches, e-mail marketing, etc. to find and attract high quality passive candidates

Conducts external searches through strategic sourcing (networking, cold-calling, job board utilization, online social and professional networking sites to connect with candidates)

Takes initiative to research, identify, develop and implement innovative and creative sourcing methods and strategies to develop and maintain a strong candidate pipeline and high volume of referrals

Develops and maintains extensive and effective networks within professional associations and within the community to ensure a continuous flow of candidates

Organize and present qualified candidates to Technical Recruiter in order for them to present candidates to hiring managers.

Maintain accurate and thorough documentation during sourcing process to track candidate progression and improve sourcing strategies.

Accurately capture data and report key staffing metrics in a timely manner

Effectively manage high volume sourcing requisition load.

Screen candidates profiles to ensure a good match with the job description and position profile

Manage correspondence with candidates, communicating the opportunity and job functions & requirements to candidates

Prepare and maintain postings and advertisements for opportunities nationally

Maintain SLAs, metrics and market intelligence reporting, and measurement of source effectiveness

Manage candidate tracking in ATS

Keeps abreast of market/industry/competitors to provide real time information/advice to Recruiters

Communicates regularly and with clarity with team as well as potential candidates and follows up

Partners with recruiters to share market/candidate pool knowledge/ideas and to gain information/insight on recruiting challenges

Drives results in a positive and professional manner in a deadline-oriented

Network, create and foster strong relationships with Colleges and alumni groups to create a pipeline of candidates for the College Relations team


Accept and complete projects and other miscellaneous Human Resources duties as assigned


Bachelors Degree in Marketing, Human Resources, Business, Communications, Psychology or an equivalent combination of education and experience

Must possess a minimum of 2 years experience sourcing and qualifying a high volume of candidates and sourcing candidates from a low or no fee source such as job boards, associations, employee referral programs and the internet.

Marketing and sales mindset with the ability to sell the company & career opportunity

Must possess a minimum of 5 years experience working in the staffing industry or corporate HR staffing with a focus in sourcing passive candidates

Experience in or knowledge of processes, methodologies & strategy and strong knowledge of technology (Boolean search logic, Outlook, Web, Excel, PowerPoint and Word) required.

Advanced Internet sourcing skills utilizing (LinkedIn, Xray Flip Power Search, Resume •Mining, Google, Wink, Jobboom, Zoominfo, iSell, and SourcePoint,)

Proven track record in using advanced search techniques to generate high volume qualified and interested candidates

Demonstrates expertise in generating talent through networking and creative sourcing methods

Must demonstrate a high level of initiative, energy and drive with a proven track record of delivering results

Proven experience dealing with confidential Human Resources matters

Strong analytical skills: Pulls together information from a variety of sources in a user-friendly, business driven way.

Demonstrated experience interacting with people at all levels of an organization, and developing strong relationships.

Must be detail-oriented and have the ability to work proactively and effectively with minimal supervision

Ability to prioritize and multi-task in a flexible, fast paced and challenging environment

Demonstrated strong and effective verbal, written, and interpersonal communication skills

Must be team-oriented, possess a positive attitude and work well with others

Driven problem solver with proven success in solving difficult problems

Excellent time management and follow-up skills

Superior organizational and analytical skills and demonstrated ability to act with a high sense of urgency

Previous experience working in a team environment

Excellent time management skills and ability to generate and support pragmatic solutions that meet Garmin’s market launch requirements, while maintaining high quality standards.

Knowledgeable of applicable employment laws, including OFCCP

Strong written and verbal/presentation skills with the ability to write recruitment/candidate oriented communications (e.g. emails, job descriptions).


AIRS Certification desired – CIR, ACIR, CDR, CSSR, PRC
