Position Description

A Talent Acquisition Business Partner (TABP) is responsible for partnering with functional business leaders and Human Resource Business Partners (HRBPs) to assess talent requirements, create staffing strategies, source, select and make offers. The TABP will support leaders and hiring managers in one or more client groups. The TABP will proactively engage leadership teams to establish a common understanding of the Talent Acquisition policies, processes, and service level agreements. They will partner with leaders as a coach and architect on topics including sourcing strategies, talent pipeline building, and workforce planning. They must be knowledgeable about and have influence on other parts of the organization, be innovative and adapt well to change. The TABP will foster a strong customer service orientation, provide leadership, work collaboratively on teams, and consult effectively and independently with all levels of the organization.

Required Experience and Skills:

Four years of Talent Acquisition/Staffing experience as would be gained through exempt Talent Acquisition Business Partner experience. Proven track record of developing and executing successful recruiting strategies. Ability to source candidates via networks, referrals, social networking, and other sourcing channels. Must work well independently with a high level of responsibility and navigate effectively in matrix environments. Proven ability to build strong, collaborative work relationships with colleagues and internal customers. Strong consultative, interpersonal, and leadership skills. Demonstrated evidence of detail-orientation, multitasking skills and effective project management skills. Excellent verbal and written communication skills. Proficiency with Microsoft Excel, PowerPoint, Word, and electronic applicant tracking systems. Ability to comprehend and explain TA policies. Must be capable of developing solutions to problems that require a degree of ingenuity, creativity, and innovation. Must be capable of serving as a TABP to front-line and mid-level leaders for their organizations. Ability to manage multiple priorities.

Minimum Education:

Bachelors’ degree in Business Administration, Human Resources, or a related field.

Desired Other:

Experience recruiting in a federal government contracting environment, preferably in the defense industry. Holds Advanced Internet Recruiting Strategies (AIRS) Certified Internet Recruiting (CIR) designation.

Responsibilities (Essential Functions):

1. Works with functional leaders and the HR Business Partners to determine staffing requirements, create job descriptions, develop staffing plans, conduct strategy sessions, and implement overall staffing processes and policies.

2. Manages the applicant lifecycle to include sourcing candidates, reviewing applications, interviewing and making offers.

3. Is accountable for the effective implementation of Talent Acquisition processes in accordance with policies, practices, EEO, C/PGE and other legal requirements.

4. Utilizes operational analysis, trending, benchmarking and research to support leaders and managers in determining effective projections for staffing / personnel needs.

5. Provides oversight where appropriate to ensure compliance with established practices and Service Level Agreements (SLAs).

6. Develops and executes offer strategies to ensure efficient and consistent implementation of compensation practices.

7. Participates in career events, conferences and community job fairs on behalf of Raytheon.

8. Consults with hiring managers to understand business requirements to establish or enhance candidate pipeline.

9. Generates a flow of appropriate resumes / candidates who meet the job requirements and preferences.

10. Generates leads via web, research lists, referrals, job fairs and databases.

11. Manages the content of the Applicant Tracking System (ATS) for assigned requisitions, including applicant flow, and EEO.

12. Identifies and recommends opportunities for improvement to existing Talent Acquisition processes and procedures.

13. Acts as a Liaison between Talent Acquisition / Hiring Manager, Human Resource Business Partners and other internal customers to implement new procedures and best practices.

14. Tracks and reports on staffing activities to ensure Talent Acquisition achieves key hiring milestones and has appropriate resources to staff new business.

15. Assesses staffing strengths and weaknesses for areas of responsibility and develops risk mitigation and contingency plans to address challenges.

16. Assists University Relations team with College hiring events.
